Are winter golf jackets waterproof?
No. They are water-resistant, which is different.
A durable water-repellent finish will shrug off drizzle, dew and light showers for a couple of hours. Sustained rain will eventually get through, because these jackets have no taped seams and no waterproof membrane rated for pressure. What should I wear underneath?
